I have tried Garena(To play with friends who didn't bothered to purchase a game), jailbreak ios 6 it has less servers and often gives high ping. It crashes many time and sometime you won't be able to start game at-all due to game crashing.
Steam is best for playing multiplayer games online. You first buy a game and then you can play game forever(ohh….even our grand-children could play) on thousand of servers. 1. I am unsure why the ping is displayed so high in the server selection screen. It may have something do with how Garena emulates a LAN environment. As I mentioned in the beginning playing on Garena is lag free for me, something I can't say for Steam. In fact in the game itself (especially if I play in servers close to where I live) the ping is about 0-50.
2. The game crashing is generally a fault of the pirated game (as you mention friends who did not buy it). Till today I have not ever had a single problem with Garena. The best thing is they allow weird mods so it's a fun place to try out new things. Don't forget CS was once a mod.
3. It is also possible to play pirated games on Steam so Garena doesn't “support” piracy it is merely another platform for online gaming. Virtually EVERYTHING on the internet “supports piracy”. Torrent clients “support piracy”, web browsers are able to visit rapidshare or megaupload so they too “support piracy”.
